FRATERNAL ORDER OF POLICE LODGE 11F

Lodge Rules & Regulations

 

                                                       
                                                                                   
For the Good of the Order, these rules will stay in effect indefinitely, or until amended by the Board of Directors.  The rules will not conflict with the By-laws of Lodge 11-F, the Illinois State Lodge or the Grand Lodge of the Fraternal Order of Police. 

 Rule 6-1:  LODGE BUSINESS

 

Any & all lodge business will be monitored by the secretary, including all solicitation of donations to the lodge.  The secretary will be responsible for recording all activity and will prepare a report for the Board of Directors.  The report will also be available to the membership at the monthly meeting.  The Vice President will assist the Secretary with keeping an inventory of all lodge property.

 

Rule 6-2: USE OF LODGE NAME

 

No member shall use the name of the lodge or “Fraternal Order of Police” in general for personal gain.  The lodge name, along with any letterhead, logo, are registered property of the lodge, and may not be used without expressed consent of the lodge.

 

Rule 6-3:  BENEVOLENT DONATIONS

 

(A) As stated in the by-laws, the President, and Secretary are allowed to use limited lodge         funds for benevolent donations.  The lodge will limit these donations to Birth or Death announcements of CFO/FAMS & immediate families.  Other methods of correspondence may be used by the lodge and will be reviewed case by case.

 

(B)  No more than $50.00 will be spent for Members in good standing of 11-F.

       No more than $30.00 will be spent for CFO/FAM non FOP members.

 

(C)  A vote by the Board of Directors will be needed to spend more than the allotted amounts if needed.

 

(D)  Requests for charitable donations will be accepted by the Lodge in writing, and in a timely manor, stating the amount requested.  (ex.)  Little leagues, PTI Fitness Challenge…These requests will be read as “New Business” at the next available monthly meeting.  After the request is read, it will be put to a motion, seconded, and then brought to a majority vote of the members present. 

 

Rule 6-4:  ENDORSEMENTS

 

At times, the Lodge may be asked to endorse political candidates.  In such cases, the candidate will make a request to the lodge in writing.  The Board of Directors may invite the candidate to speak at a monthly meeting of the membership.  A decision whether to endorse the candidate will be made after a secret ballot of the entire membership is taken and counted.

 

Rule 6-5:  USE of CFO OFFICE & EQUIPMENT

 

No Lodge business will be conducted in the CFO office with CFO equipment, while “On-Duty” unless so authorized by the SAC or his designee.

 

Rule 6-6:  MONTHLY MEETINGS & ASSOCIATE MEMBERSHIP

 

(A) A quorum needed to exact a vote during monthly meetings will consist of seven (7) “Active” members and two (2) officers present.   Associate Members in good standing will be allowed to attend lodge meetings, but per the By-Laws, will have no voice or vote.

 

(B)  Non sworn personnel from the CFO shall be accepted as Associate members of Lodge 11-F and will be assessed a $50.00 membership fee.  Associate members will receive two (2) Associate member window decals & an Associate Membership card.

 

(C)  Civilians not employed by the FAM/CFO will be eligible for associate membership ONLY if sponsored by an “Active” member of 11-F and voted in by the majority during a monthly meeting.  Once voted in, the person will enjoy all privileges due an Associate Member and will be subject to rules listed in section (B) of Rule 6-6.  The Board of Directors reserves the right to revoke Associate Membership at anytime for any reason.  If this occurs, the Lodge will not refund any dues, or fees.

 

(D) Federal Flight Deck Officers & TSA Screeners/Officers are not recognized as Sworn Law Enforcement Officers by the FOP and therefore would be considered as Civilians as described in section C of Rule 6-6.

 

Rule 6-7:  LODGE FUNDS

 

The need for a debit/credit card for the Lodge has been recognized.  The cards will be held by and maintained by the Secretary.   The Lodge Treasurer will assist in maintaining the cards and the tracking of use.  These cards will ONLY be used for benevolent donations as described in Rule 6-3, as well as the purchase of equipment and merchandise for the good of the order.  Authorized users will be defined as the President, Secretary, & Treasurer.

 

Rule 6-8:  LODGE OFFICER ELECTIONS

 

(A)  All elections will be held in accordance with the Lodge By-laws.  Due to the lodge being new,   the Lodge will allow Any “Active” member to run for Lodge office.   Nominations will be held in November, with the Lodge elections held in December.   A vote taken of the Entire “Active” membership will determine the winners.  In case of a tie, a runoff election will be held to determine the winner.

 

(B)  The installation of new officers will be held just before the opening of the January monthly meeting.  Ceremonial gavels will be purchased by the lodge for the incoming President and Vice President.    The Immediate Past President or his designee will swear-in the new officers and present the gavels at that time.

 

Rule 6-9:  LODGE WEBSITE & WEB STORE

 

(A)  The Website/Lodge merchandise committee will keep and maintain the website in good working order.  Any expenses incurred in the construction and maintenance of the site will be reported to the Secretary & Treasurer.

 

(B)  Any web-space or link sold on the 11-F home page will be listed as a “Paid Advertisement” and in no way be a direct or implied endorsement of the Lodge.  At this time, the cost of purchasing ad space on the 11-F site will be $150.00 per year.  The Committee may adjust the cost as needed after notification to the President is made.

 

(C)  All lodge merchandise is considered Lodge property.  All sales and profits from of said merchandise will be recorded and forwarded to the lodge Secretary & Treasurer. It will be at the discretion of the Lodge Treasurer to set up and maintain separate accounts to record the sales and expenses regarding the Lodge web-store and merchandise.
